En un momento de delirio llegó a proponer multas de hasta seiscientos mil euros por manifestarse sin autorización delante de edificios institucionales como el congreso. El disparate era ya de tal calibre, que Fernández se avino a dejarlo en treinta mil eurillos. Ante el asombro general, afirma que su ley pretende garantizar las libertades públicas.
Lo más lacerante de todo es el permanente tono de condescendencia que utilizan los gobernantes en particular y los políticos en general de este país. Ese estúpido aire didáctico con que nos adoctrinan para que sepamos vivir disciplinados y en orden. Displicentes y aburridos, nos aconsejan y corrigen, advirtiendo de duros y necesarios escarmientos, fundamentalmente en el bolsillo, ya que todavía no consideran necesario exhibir más autoridad. Ya llegará, piensa Fernández. 
Qué bueno es que alguien nos encarrile, mande, conduzca. No es bueno el libre albedrío en los tiempos que vivimos no sea que, de pronto, un insensato se equivoque y se plante ante el congreso a gritarle cuatro gracias a sus señorías. Para eso está Fernández, para orientarnos en el buen camino y que nadie se equivoque.
Borges decía que si pudiera vivir nuevamente su vida, en la próxima «trataría de cometer más errores, no intentaría ser tan perfecto, correría más riesgos». Samuel Beckett apuntaba… «da igual, prueba otra vez. Fracasa otra vez. Fracasa mejor.»
